COMPANY PROFILE

Dietrich, Bailey and Associates, P.C. is a multi-disciplined organization which has been providing professional Civil Engineering, Landscape Architectural, and Surveying since 1968.  In 2009, DBA merged with Spalding DeDecker Associates of Rochester Hills which has expanded both the staff and technical resources of the firm. The multi-disciplinary skills and combined resources have been integrated to provide a full range of professional services required for projects large and small and provide balance between development and land and resource conservation. In addition to the three primary professions (listed above), the DBA staff also includes individuals with expertise in traffic engineering and hydrology.

DBA has always maintained an active portfolio of both municipal and private clients.  Project experience is quite varied and includes single family subdivisions, multiple family developments, condominiums, industrial, commercial and retail complexes, recreation, parks and athletic facilities, wetland mitigation, traffic and transportation studies, water and sewer extensions, paving programs, sidewalk and bike paths, utility replacements and rehabilitation, inspection, construction administration, construction layout and surveying.

Key Personnel

Michael J. Bailey, P.E./President - Mr. Bailey is a graduate of Lawrence Institute of Technology where he earned a Bachelor of Science in Architectural Engineering.  He has been an integral component of the firm since 1970, and currently is President and responsible for all functions of DBA as a multi-disciplined design firm.  He serves as Engineer for Plymouth Township, Monroe Township, and the City of Luna Pier, and holds registration in Michigan and Ohio.  Mr. Bailey is a member of the American Society of Civil Engineers, American Consulting Engineer’s Council, and the National Association of Flood Plain Managers.

M. Jack Knowles III, R.L.A./Vice President - Mr. Knowles is a graduate of the University of Michigan where he earned a Bachelor of Landscape Architecture.  Mr. Knowles has over 30 years of experience in site planning and landscape design, and is responsible for directing the firm’s activity in site and land development projects.  He is Vice President of DBA, holds registration as a Landscape Architect in Michigan and Ohio, and he is a member of the American Society of Landscape Architects.

Professional Staff

Philip N. Loud, P.E. - Mr Loud is a graduate of Cornell University where he earned a degree in Civil/Sanitary Engineering. Mr. Loud has 34 years of experience in the industry and currently serves as a Senior Project Manager with a wide range of involvement on a variety of municipal, private, and institutional projects. He holds professional registrations in both Michigan and Ohio, as well as an NCEES certification. Mr. Loud's experience in civil and environmental project planning, design, and construction covers a wide variety of projects including water, wastewater, stormwater, roads, survey, and construction. His project involvement includes tasks related to major public works ranging from economic analysis and feasibility to the design and construction engineering of wastewater collection systems, water supply and distribution, road improvement, bridge replacement, stormwater planning, and energy management.

Stephanie L. Harbour, P.E. - Ms. Harbour is a graduate of Michigan State University and Wayne State University where she earned her Bachelors of Science in Civil Engineering, Environmental Option, and her Masters of Science in Hazardous Waste Management.  At DBA, her experiences have ranged from municipal reviews to the rehabilitation of aging infrastructure.  In addition, she has been involved with Demonstration and Public Education projects related to Bio-Engineering of streambanks and other progressive storm water management techniques.  She holds professional registration in Michigan as a Professional Engineer and is a member of the American Society of Civil Engineers.  Ms. Harbour is also a LEED Accredited Professional at DBA.

Theodore U. Warrow, P.E. - Mr. Warrow is a graduate of the University of Michigan in Ann Arbor, where he earned a Bachelor of Science degree in Civil Engineering.  Mr. Warrow has more than two decades of experience in design and construction of critical infrastructure for private, institutional and municipal clients.  At DBA, he is key in the firm’s design efforts for both public and private land development projects.  In addition, he has considerable experience in the design of progressive, sustainable storm water conveyance and management systems.  Mr. Warrow holds professional registration in Michigan as a Professional Engineer and is a member of the American Society of Civil Engineers and the Michigan Society of Professional Engineers.
